Colorado cancled presidential primaries?

Maybe this is only news to me, but apparently Colorado canceled it's
presidential primaries.  I for one wonder exactly when this happend, and
why it hasn't gotten much press.  But, since it would indeed appear to
be true, and provided it's not reversed, how exactly would one go about
voicing one's opinion on candidates?
