Hi Evan,
A suggestion about time consuming rehashing of what happened in past
meetings, for newcomers:

Have a simple written review of the important info newcomers need to know.
Print it out for them to read over on their arrival at the meeting. It
could be shared, to conserve paper, and used at future meetings, too.

I do not have the patience to listen to all that rehash, myself.
