Just FYI, one of the four points key that our group has reached by consensus is the absolute necessity of full disclosure of any voting system used in Boulder County, and clearly an Open Source system would meet that requirement (at least the software presumably would).


For now, there is a problem from the perspective of the Clerks with open source in that there is no vendor they can go to for the software, a compatible hardware infrastructure, or election-day support (among other issues). At least not by November 2004.

Our group endorses the position that the County may have little choice but to buy or lease an opscan system from a commercial vendor, however, if that is going to be the case, then we expect the vendor to disclose the entire system as a fundamental matter of voter confidence. HR2239 has similar provisions as I understand it.
