"Count Every Vote" legislation in Colorado

Rep. Alice Madden (D-Boulder) and Sen. Mark Hillman (R-Burlington)
are introducing the "Count Every Vote Act," a bill which requires a
voter-verifiable paper trail.
"Voting should not be an act of blind faith. It should be an act of
record." Congressman Rush Holt, author of HR 2239, from which the
following bill language is based.
"Count Every Vote" draft bill language (as of 15-Dec-2003):
All voting systems used for any election in the state of Colorado
shall produce a permanent paper record which shall constitute the
final official record for the election for all votes cast using that
system. In such a system, all voters shall be able to inspect and
verify the permanent paper records of their individual votes at the
time their votes are cast.
In the event of a recount, the results of a recount of all such
permanent paper records from the election shall constitute the final
official record for that election.
Sounds like a good step forward!
