Quick clarification: as I'm going back through, I'm having difficulty 
finding strong citations for which items definitely go into the 
archive... there are alot of off-hand references to audit logs 
scattered about, and then some information in 4-18 - 4-22, but not a 
complete picture.  

I still haven't made it into Attachment #3, but I may have to tone
down the statements as to what goes into the archive if I don't find 
more specific statements to cite.

Has anyone else worked through those parts of the proposal yet or have 
any ideas?
