Here "software" and "program" rather than 'application' broadly
interpreted includes the M$ OS!
Wouldn't that be a first if the State of Colorado could get what only
the Peoples Republic of China has been able to get!

Love those "musts"! My interpretation would be that if the vendors
(including M$) and/or the Boulder County Clerk were made aware of the
widely-known and interminably uncorrected defects in the Micro$oft
Operating system, the SoS MUST be notified, who should (wish it were
MUST) decertify the system.
