You might add to your thinking the following.
After certifying a "secure system" one should not change the system until
you are prepared to re-certify the system. We are all familiar with the, "I
only changed a comment" story. In a system that cannot fail, you should
probably not run it while known defects exist.
Is this what they call a dilemma?
