Proposed Hart contract up on the web site

Thanks to Neal McBurnett's persistence, a copy of the proposed contract 
with Hart InterCivic is up on the CVV web site at

The commissioners will be reviewing the issue again this upcoming Tuesday
the 27th -- in a business meeting, not a public hearing.  They have
indicated that they would like to receive public comments on the contract
before next Tuesday, either via postal mail or via E-mail.  Their E-mail
