Folks,Hmmm ... when one looks at the wording of the contract, the Commissioners are BUYING only the hardware (at inflated prices for off-the-shelf equipment) and Hart's expertise and services. The software is indeed being LEASED (as is most corporate proprietary software, following the the M$ business model).
