Hmmm ... when one looks at the wording of the contract, the Commissioners are BUYING only the hardware (at inflated prices for off-the-shelf equipment) and Hart's expertise and services. The software is indeed being LEASED (as is most corporate proprietary software, following the the M$ business model).

Could it be that the SoS rep and our BoCo Clerk were "misinforming" us when they said Hart InterCivic would not possibly be at all interested in an over-all leasing contract? Maybe their statement that it would be impractical to manage the large number of required hand-counters is also equally "misinformation"?
