Al,

Yes, as we've discussed in the past, I agree completely: hand counting,
whether full or sampled, is not a panacea for every problem that could
occur in an election.  I think that the time is ripe to improve the
transparency of the counting process.  But I don't see that as precluding
anyone's efforts to improve the rest of the election process.
