There's much confusion out there regarding this legislation. I (perhaps impulsively) told Betsy Ermarth to let people know at the Jeffco Dems breakfast this morning that we'd have an explantion on what it all meant by our Tues (5/11) meeting. (Betsy had called me beforehand to get up to speed on the issue and I admitted that I was completely confused). We must unravel this mystery. I do not understand legal/election terminonology well enough to do it myself. Can anyone out there do this?
