Occam's Razor so well applies to this situation and so many others:
"Pluralitas non est ponenda sine neccesitate" or "plurality should not be
posited without necessity."
another translation --
"One should not increase, beyond what is necessary, the number of entities
required to explain anything."

My guess is that if you cut off the number, barcode, or what have you, the
clerk's would reject you ballot. Just a guess.
