[CFVI News] CFVI Meeting Tuesday 2/22/2005...Agenda item: The need for a vote.



Dear CFVI Member:

Our CFVI meeting will be held at 1516 Xavier (2nd Floor) at 7pm.
I have a proposal I would like to put to a vote at this meeting.
Here's the gist of it:
	1. Background: The Mitchell Madden bill (SB05-079) has emerged from the last hearing on Thursday last week in a weaker form, if I am reading Margit's email correctly. 
	a. Apparently with SoS proding, the members of the Legislature dealing with this issue (Hanna, Groff, Jones, et.al.) are now more favorably disposed to Electronic 	Recounts; 
	2. This is a serious setback. 
	a. Sequoia, ES&S, and Diebold, all voting machine manufacturers with strong partisan ties and suspicious influences on the legisalature, have developed voting 	machine tabulators that produce a "paper trail", a roll of tape imprinted with both human-readable votes and encrypted bar codes. 
	3. It's the encrypted bar-codes that concern me. 
	a. If 079 bill allows for Electronic Recounts then it is likely that the these companies will manufacture a reader for the roll of tape that reads ONLY THE BAR CODE; 
	b. The problem is that the voting machines that produce the paper trail themselves could be hacked to produce random "vote turns" or erroneously record the 	result, i.e. printing in human readable form the vote the voter cast, but encrypting the bar code with a different choice. No one would be the wiser. 
	4. Consequently, it is my professional observation that this scheme of things, allowing for Electronic Recounts, DOES NOT MEET THE VOTER VERIFIED PAPER BALLOT 	REQUIREMENT because the voter cannot be certain that the encrpyted bar code (which would now be the basis of a recount) has recorded his/her vote accurately. 
	5. Therefore, I will put before the meeting Tuesday tonight a vote to do the following: 
	a. Summarizes the findings of the last hearing in the senate; 
	b. Establish the CFVI position on Electronic Recounts; 
	c. And notify all CFVI members and all Petition Signatories of the weakened legislation to call or email all the appropriate Senators to support ONLY 	A MANUAL RECOUNT OF PAPER BALLOTS.
