comments on preliminary recommendations before ax falls on April 15

Dear Election Review Committee,
You could at least make a strong recommendation for hand-recount 
verification efforts (audits) after each election. They should have 
more random procedures (as described by Neil McBurnett) than the ones 
followed after the March 8 city election. If you omit this concept 
from your recommendations, verification may not happen.
How will the precinct tallies be transmitted to Election Central? Not 
electronically, I hope.
It is too bad that you had all the meetings and other work only to 
keep the county's status quo. Hand-counted Swiss-style ballots would 
have been a far better choice. At a minimum, we need open-source 
software as well as hand verification. Are we always going to send 
Boulder County's money to Hart to do the printing? The citizens do not 
want mail elections; the March 8 election had an abysmal turnout. Your 
recommendations so far support the bureaucracy instead of democracy. I 
am very disappointed.
May every computer glitch you experience in the future remind you of 
your choice to risk our precious votes on computer counting.
