SCORE
As I understand it, SCORE is a computer database system the is
mandated by HAVA. It must be in-place and running either by
the beginning or the end of 2006, I don't know which.
I heard a short, un-official report on Colorado's progress on meeting
SCORE's HAVA requirements last evening at Dem party HQ. The scarry
thing (to me, but not to the presenter) was that SCORE will capture
'Official' voting results from _all_ county vote management systems
_electronically_ over a 'private' network. SCORE is designed to
avoid being classified as a 'vote counting system' so that its
implementers can avoid having it 'certified' as such. It just links
to 'certified' vote counting systems in each county and collects
their results. But, for it to work, it must place restrictions on
what the county system can report. I am worried.
This seems to me to imply that the SoS has prejudged almost
all the issues that are being discussed on this list. In
particular, it is hard for me to see how a hand-count system
can be linked to an electronic, private network, collection
system.
What do others have to say about this? Is the battle lost
before it is engaged?
