Friend and voters,

We, in Boulder County are faced with a very important issue concerning the
privacy of voters. Voters in Boulder County cannot be guaranteed that votes
are private, because each ballot has individual identifying marks. Every
ballot is unique.

Those that have marked the ballots in this way may provide convincing
arguments to have such information, albeit un-constitutional in Colorado.
The ballot tallying equipment that Boulder County has selected for use
requires the use of individual ballot markings as a caveat of its design.

Any time that information is gathered it will find humans to utilize it. For
good or for bad, the information is available. There is a bad aspect and
there is no reason to test the trustworthiness of others with the privacy of
your vote. This issue was recently created and can most certainly be avoided
by simply not have individualized ballots.

We could safely assume that people (groups) made mistakes in judgment,
arriving at a flawed conclusion. While individual marks may increase
security, they decrease the integrity of elections. It may be difficult and
unwise for the elections division to engage in a campaign to educate voters
in how to aide the clerk and the county in violating the state constitution.

The best course of action for those that want to return to private elections
is to help the clerk find a replacement system; or convince the vendor to
remove the requirement for individually marked ballots.
