good and helpful:
Tom Lyons, CCI General Counsel from Hall & Evans L.L.C., offered the
final session of CCI's Winter Conference....
Lyons began by reminding commissioners that only a few topics can
actually be discussed in executive sessions. These include
conferences with an attorney to receive legal advise on specific
legal questions and discussions on specialized details of security
arrangements and personnel matters (CRS 24-6-402 (4)). If a topic is
brought up that cannot be discussed, it must be ruled out of order.
When in executive session, commissioners were reminded that they
should not take a vote or try and get a general consensus on the
topic discussed. Instead, voting must occur when in public sessions.
But I wonder who gets to attend these meetings of "Colorado Counties
Inc"(!). I note that

I don't like the way that bit about "CCI s legislative decision-making
process." is worded. Do sunshine/open meeting rules apply to this
gathering?
