Attached is Boulder County's tardy response to CAMBER's December 27 2005
Open Records Request. A summary of the request is posted at
We plan to review the materials this afternoon at the County Attorney's
office.
The press may review and copy the materials as well.
1. As you will observe, the County has no plan for dealing with the public
comments that have been submitted. (See CAMBER item #8 and County response
item #3). This is a cruel thing to do to the people who worked so hard to
submit comments. We worry that this means that the Clerk intends to be
arbitrary in her treatment of the public input, and that she will not
conduct an open process to evaluate and resolve the public comments.
2. We are deeply concerned that there are no records that respond to
CAMBER items 3,4,5,6,7,and 8. Since the entire draft RFP was prepared by
the County in secret, where does accountability come in? Without
transparancy and without a paper record the public is left to trust a
system that has time and time again proven to be secretive and
untrustworthy.
3. We have been told that there will be a list of documents that will be
withheld from public review based on attorney-client priviledge. We have
no idea what will be included.
4. Our request #9 is for the county's responses to the public input.
Since we filed our December 27th request, the comment period has been
extended until yesterday, January 4th. We understand that the replies are
not YET available.
5. People might be interested to know that the County promptly removed the
draft RFP from its website yesterday.

When asked if the public replies will be published on the Internet, the
county was non-committal. It is imperative that the County publish these
materials on the Internet so that the public has access to them.
CAMBER is deeply concerned that the Boulder County Clerk's office does not
respect the role of the public in the operations of government.
We ask the Boulder County Commissioners to publish all relevant documents
on the Internet.
