SB06-062 on voting by electronic mail, Reengrossed



I don't see that anyone has actually posted the relevant text of
SB06-062.  So for the record, here it is, from
http://www.leg.state.co.us/

The version I got is the "Current PDF Document" which I think is the
same as the "Reengrossed Bill": named "062_ren.pdf", marked
"LLS NO. 06-0402.01 John Hershey" at the top of the first page.
It "includes all amendments adopted in the House of Introduction"
There is also a nice little series of progress stamps on the right
edge of the first page.

These are the most important parts:

 SECTION 1. 1-8-103.5 (1), (2), and (3), Colorado Revised Statutes,
 are amended, and the said 1-8-103.5 is further amended BY THE
 ADDITION OF A NEW SUBSECTION, to read:

 [followed by the existing requirement to provide an absentee ballot
 to various people who request them, with some wording changes which
 I've omitted - NDM]

 (2) (a) The eligible elector may return the voted ballot to the
 designated or coordinated election official by electronic means

 [(3) ... a bit more seemingly innocuous changes omitted - it is such
 a pain to cut and paste given the way they publish this stuff] ...

 (4) for purposes of this section, "electronic means" means facsimile
 transmission; except that the secretary of state may by rule
 promulgated in accordance with article 4 of title 24, C.R.S.,
 establish procedures by which a uniformed services elector serving
 outside the united states, a volunteer serving in the peace corps, or
 volunteers for any missionary service may receive and return a
 ballot by electronic mail in specified circumstances.

There are a number of other wording changes which don't strike me as
problematic.  I've attached the pdf itself.
