Regarding "certification"

It was long ago revealed that "certified" voting systems have 
contained long-discredited encryption techniques and many errors and 
bugs.

In the '80s Congress required the President to "certify" each year 
that human rights were progressing in Central America. He did and 
Congress swallowed the lie every year. Everyone in Central America 
knows the torture never stopped.

Now governments including the Commissioners are being asked to swallow 
another kind of phony certification.
