This was from SB198, at the very beginning.  It may have been convenience that motivated some people involved.  I think the Sequoia machine (commissioned by Nevada??) that was heralded as having one of the first VVPAT's counts bar codes.  Neal tried to protest them, and, actually, that was your first comment in your analysis of SB198.  It is one of the main things we would still like to fix in legislation.

Unverifiable printing claims to verify unverifiable digital ballots.

 

The bar code can be programmed to match the screen, but not the plain text printing, therefore tricking the voter and opening the door to error and fraud.

 

Does it ever stop?
