NIST, audits and (Fwd) EAC Monthly Newsline 2006 #1 ( 4-6-06 )



FYI - newsletter attached.

I also met with John Wack of NIST when I was out there last week and
we talked about audits.  They are continuing to push for really good
audits of individual ballots, and publishing the actual ballot
records.  I think savvy vendors should implement this stuff early so they
don't have to reimplement and retrain folks later.

   EAC Monthly Newsline: April 6, 2006

   Today we are circulating our first monthly newsletter designed to keep our
   stakeholders informed about EAC events and activities.  To be added to the

   April Public Meeting
   EAC's next public meeting will be held Thursday, April 20, 2006 in
   Seattle, WA.  The topic will be "Vote Counting and Recounting."  For more

   Recent Public Meetings
   At EAC's last public meeting held March 14, we heard discussions and
   testimony regarding the implementation of the National Voter Registration
   Act (NVRA).  For details from our last meeting, click [4]here. 

   The [5]Technical Guidelines Development Committee (TGDC) met on March 29th
   to consider draft guidance to form the basis for recommendations for
   future voluntary voting system guidelines.  For more information, click

   Updated National Mail Voter Registration Form
   EAC has recently revised the state instructions for the [7]National Voter
   Registration Form.  Revisions have been made based on input from the
   states.  For the first time, the state instructions include separate dates
   for each state to indicate when last updated.  There are no changes to the
   application card.  EAC is responsible for the ongoing development and
   continued update of the national form under NVRA as amended by the Help
   America Vote Act of 2002 (HAVA).  Responsibility for the form had
   previously resided with the Federal Election Commission (FEC).

   Certification Update
   As required by HAVA, the [8]National Voluntary Laboratory Accreditation
   Program (NVLAP) has begun the pre-assessment necessary for the
   accreditation of voting system test laboratories. In conjunction, EAC
   staff continues to work on developing the procedures for the certification
   and accreditation program.

   Vice Chairman Martinez
   This morning's New York Times features an [9]op-ed co-authored by EAC Vice
   Chairman Ray Martinez promoting better access to voter registration for
   America's high school seniors.
