So it isn't clear if the Hart paper ballots would be legally viable in a recount?  (Not that 5" wide and  2' long ballots of tiny print, spooled paper are handcount-friendly anyway...)

Congress has thrown away its prerogative to declare war or even enforce its own laws against the executive... by 2008 we will owe China, Japan, and the EU around $9 trillion... absolutely nothing whatsoever being done about global warming... voting equipment completely lacking transparency and verifiability.  A nation of sheep...
