Dear David,
I received the following this morning and thought that you and others at
the Center for People with Disabilities would be interested. Obviously
the device won't be appropriate for everyone, but then no device is. CVV
has been interested in the "low-tech" device described below because it
allows people with visual impairment to vote on a paper ballot without
assistance. The tactile aspect allows a person who does not read Braille
to listen to the prerecorded ballot description but then make a
selection and verify the selection without dependence on the computer.
Other devices with more types of user interface are under development to
allow paper ballots to be used by more people with the dual goal of
accessibility and secure elections.

FYI, how the elections people in Wisconsin see the VotePAD:

"Vote-PAD is a paper-based tactile ballot marking that can be used with
optical scan ballot readers. The ballot is placed into a sleeve that
aligns the ovals or arrows to be marked. The system can provide Braille
or audio instructions, and the voter uses a light-sensing wand to review
his or her ballot. As a non-electronic voting system, Vote-PAD is not
required to be qualified to the federal Voluntary Voting System
Standards, but mock elections and a public demonstration were conducted
during January 2006. The Vote-PAD was approved for use in municipalities
that hand-count paper ballots by the Elections Board on January 18, 2006."
