RE: Inconsistent info?
The story is misleading at best. "Dropped-off" until 6 p.m., referring ONLY to absentee ballots, was a badly ellipsed version that originally meant to give the end of CURBSIDE drop-off.
The story is hardly "correct" when important clarifiying information is omitted,
