In a past election day, when I was an election judge here in Boulder at Flatirons Elementary School,
in the Nov. 2004 election, we had a huge problem in balancing our ballot tally, i.e. number of voters, vs. number of ballot cast.
 
It turned out some of the bundles of ballots, which we had never opened, did NOT HAVE
as many ballots as claimed in them.... 
 
One bundle, as I recall, was something like 20 ballots short of what it said was inside...
 
If we had used that bundle, we never would have figured it out...
 
That was our problem...
 
There certainly was a lot of hair pulling until we figured that part out...
 
I am a poll watcher tomorrow...
 
I will be timing, with stopwatches, how long it takes for the 'average voter' to vote...

This kind of scrutiny brings change. It also sometimes uncovers problems

revealed that the vote totals from one machine had been uploaded three times
into the certified count. In Miami-Dade, a paperless electronic voting
county, ballot accounting is now recognized as an important part of the poll
closing process.
