It is an encryption scheme that fails to protect voter anonymity.
Dr. Corry might want to add detail, so I've copied him.

Subject: Punchscan, what is it?
Here is a question for computer geeks on this list. A few days ago I
read an article in IEEE Spectrum ( vol 44, #1, p. 13) touting a new
approach to e-voting security that is called Punchscan. I couldn't
understand the system, and I couldn't even understand what problem it
was supposed to be solving. Then, today, I find technews.acm.org
touting the article that I didn't understand. Does anyone on this list
know what Punchscan is, and why it is getting play in the
computer-science/electrical-engineering press?
