Dutch will handcount paper ballots

"The Dutch government today officially announced it will not pursue the paper based electronic voting system that a special commission had proposed. The government, citing expected difficulties in building something that could not be eavesdropped on as well as expected cost, said that the dutch will be hand-counting paper ballots for the foreseeable future.

The system that had been proposed earlier essentially consisted of a ballot marking device and an electronic counting device.

Some small scale experiments will be held in which it will be determined if computers can aid in the counting or creation of the tally. (Remember there's sometimes 500 candidates here.) But automated reading of the ballots is no longer foreseen.
