re: efficiency
Personally, I feel that the "educational" section of the meeting -- the
first section -- is the most important part.
If we don't take the time to help everyone become familiar with the
issues, how will people be equipped to participate, to go forth and
communicate the problems with the current situation?
Subcommittees, position statements, action items are all important; but if
people leave the meeting without a basic understanding of how voting is
changing, and why it's important to get involved at this very moment, we
will lack community support for the issues that matter most to us. And we
substantially increase the risk that we will fail.
So, if anything, my personal desire would be for us to allocate more time
for the introductory section of the meeting, and to make sure that
attendees -- particularly first-timers -- feel comfortable that there is
space for them to ask questions.
