Sorry.. I just can't let this one slip by because (a) this is one of the
arguments that officials throughout the country are using to justify DREs,
and (b) this statement was made with added emphasis ;-)
Machines are unquestionably more proficient at counting, and in a perfect
world would be more accurate. But the problem is that machines are most
definitely *not* impartial. They do what they were created to do. In the
case of computer-based machines, they do what they were programmed to do.
They are no more and no less impartial than the person(s) who do the programming.
