Paper only in Pitkin

The spreadsheet shows an ES&S optical scanner. It shows it for all methods
of balloting.

If this is correct, then it means that the only method that they have is OS.
That won't comply with ADA for 2004. One wonders when Pitkin plans to buy
DRE and when?
