House passes omnibus funding bill with $1.5 billion for election
reform
By a vote of 242-176, the U.S. House passed an omnibus fiscal year 2004
appropriations bill which includes a total of $1.5 billion for election reform,
along with language vesting the General Services Administration with funding
authority until the Election Assistance Commission is appointed. (Roll
call|Bill summary) ----- Now we have a problem. Since
the GSA now has the funding for HAVA, it may be difficult, if not impossible to
get a stay of execution for HAVA. Our SoS has yet to submit a request for an
extension, and seeing how she would have submitted this to the GSA based on the
idea that Colorado would be hard pressed to comply without such funding, one
wonders if Donetta will ask for an extension at all? Paul Tiger |
