Does that mean that for the machine to be legal the all source code must be
given to the SoS or does it mean that only available source code must be
given?

What about BIOS and OS source code?  Does the SoS get a copy of Windows XP,
for instance?

That is way too low.  It amounts to less than a person-month per
manufacturer to offset the cost of validating a huge system.
