You seem to have the same confusion as William Compton did at committee
testimony.
This isn't a "bill" -- it is a "resolution".
The difference betweeen a "bill" and a "resolution" is that a "bill" enacts
law, controls administration, and/or allocates money. A "resolution" does
none of these things. Do you understand the difference yet?
This resolution is also a short tutorial in and of itself; any unenlightened
legislator to takes the time to read it will be one step better informed.
That alone is worth your call urging passage.
The Keller Resolution SJR-10 is an opportunity for the Colorado General
Assembly to declare a position, preference, opinion, or sentiment,
indicative of the direction they are looking for things to go in the future,
and expressive to the rest of the national political infrastructure of our
desires. It is a message to the EAC, NIST, IEEE, as well as vendors, what
our expectation are.
If this passes, it will be in the news. In every state.
That might not be enough for "I want it all now" crybabies, but it's a
meaningful step in the right direction, which patient and persistent
advocates all appreciate.

The URL Al gave below doesn't work.
This bill has NO teeth. It merely urges "great caution" in adopting
paperless voting. It is pure lip service. It does NOTHING except
talk.
But it does take our time away from confronting what can only be
called government against the people.
As I've said since November, WE should set the agenda, not exhaust
ourselves following theirs. We're PAYING them to lie, cheat and
waste our time.
You can beg for mercy -and get pretty lies- or sue for justice. I
choose the latter.
