RE: CO Legal Efforts

Bob - et al,

The Times-Call article was very informative about what states were
considering efforts to move to paper ballots; those that had already passed
legislation; and those somewhere in between. One of the states that already
have legislation in place is Illinois (my place of birth). Perhaps we should
look into what their laws now say and the history of how they arrived there?

While it is in the past and in my opinion not really worth pursuing, Evan
makes the point that the commissioner went into executive session without
providing a publicly stated reason.
This is fairly SOP for them as those that have had business with the
commissioners before are well aware. The Colorado Sunshine law demands a
reason, that I cannot see that they provided. I have just reviewed a case in
which Costilla County was sued by another governmental entity for not
providing notice of meetings, so lawsuits in this area are not uncommon.
It might prevent them from doing this in the future, or they could just
provide a publicly stated reason and then meet privately anyway.
