A new kind of receipt sets a far higher standard of security by letting
voters verify the election outcome -- even if all election computers and
records were compromised. The system preserves ballot secrecy, while
improving access, robustness, and adjudication, all at lower cost. The
concept of such receipts will be introduced in a way that requires no
special background. The properties and some special features achieved will
also be described from first principles. A number of example ways to
realize the concepts will be sketched and there may be a demonstration of
a new one that promises to be applicable shortly for use at polling places
in the United States.
Dr. David Chaum
Dr. David Chaum is a pioneer in electronic cash and is also known for
proposing cryptographic techniques that allow individuals to protect their
identity while securely interacting with others. Among these techniques is
one for secure electronic election technology and others to provide
credential mechanisms and untraceable communication. David has over 50
original publications in the area of cryptography and dozens of patents
issued and pending. With a Ph.D in Computer Science from Berkeley, he
taught at several universities, established one of the leading crypto
research groups, and founded DigiCash and the International Association
for Cryptologic Research. He is affiliated with several companies,
universities and international projects.
*Guests from outside NIST are welcome to attend, but need to contact Allan
Eustis or Larry Reeker at least a day before the seminar and bring along
photo IDs to pick up their guest badges on arrival at the NIST campus.
