Pete, Thank you for informing me of the Duplication Board. I did not 
know that such a thing existed. I'll just ignore your snide remarks and 
assume you're trying to be helpful, though perhaps a little awkwardly.

I have no desire to make vote buying easier. I was asking a very real 
question: If you have the means the connect a particular person with a 
particular ballot via a pre-marked ballot, is it possible to do the same 
without a marked ballot? In order to answer that question, you need to 
explain how the former can be done.
