FW: Invitation to Ballot for P1583



This is an opportunity to review the draft standards which IEEE will
volunteer to the EAC, to comment on the draft, propose changes to the draft,
and vote on whether the draft is ready to be sent up.  Participation is not
free.  The draft is technical, and long: I would describe the P1583 standard
mainly as a blueprint for independent testing authorities (ITAs) to follow
in the certification tests that next-generation machine models are submitted
through.

I am broadcasting this announcement because I feel many stakeholders --
candidates, parties, and public-interest groups -- don't have much voice in
this document.  Do you care how voting machines are designed and tested
before they are used in your elections?  Do you or someone you can rely on
have some understanding about how computers are, or ought to be, programmed
and tested?  Do you care whether voting machines have wireless links, paper
trails, or network connections?  This may be your last chance to have some
say before the machines for the 2008 presidential election are designed.

Be prepared to do a good bit of reading, and some learning about the IEEE
standards process.  It will take several steps just to get included in the
ballot pool; it may take some persistent effort to get into the "club" --
this is no quickie web poll.

invites you to ballot on the following:

Title: P1583:  Standard for the Evaluation of Voting Equipment

Scope: Develop a standard for the evaluation of election
voting equipment.

Purpose: The purpose of this project is to develop an evaluation 
standard for election voting equipment. The standard will 
provide technical specifications for electronic, 
mechanical, and human factors that can be used by 
manufacturers of voting machines or by those purchasing such
machines. The tests and criteria developed will assure 
equipment:

. Confidentiality,
. Security,
. Reliability,
. Accuracy,
. Usability,
. Accessibility.

See Annex 1 for further explanation of the scope.

submit a vote, to comment, and to download the draft.  The draft

OBLIGATIONS AND RESPONSIBILITIES OF BALLOTERS

If you choose to participate in this electronic ballot you will
be provided the URLs for the document and the ballot form once
the ballot opens.  You will typically have 30 days to review the
document and return the ballot with your vote.  

The IEEE requires that a minimum of 75% of the balloting group
return their ballots for the ballot to be valid.  As such, by
agreeing to participate in this ballot you have an *obligation*
to respond.  Failure to return a completed ballot may disqualify
you from participating in future ballots.

This obligation to respond described above does *not* apply to
Recirculation Ballots, which are additional ballots that need to
be voted on again. You only need to respond to a Recirculation
Ballot if you wish to change your initial vote.  If you do not
respond to a Recirculation Ballot, your last recorded vote will
be carried forward.

To show our appreciation of your effort, the names of all voters
will be listed in the front matter of the published standard.
Your vote and your contact information will *not* be included.
The paragraph above the balloting group listed will state "The
following members of the balloting group voted on this standard.
Balloters may have voted for approval, disapproval, or
