TALLAHASSEE, Fla. (AP) -- Florida Gov. Jeb Bush ignored advice to throw out a flawed felon voter list before it went out to county election offices despite warnings from state officials, according to a published report Saturday.

In a May 4 e-mail obtained by the Sarasota Herald-Tribune, Florida Department of Law Enforcement computer expert Jeff Long told his boss that a Department of State computer expert had told him ``that yesterday they recommended to the Gov that they 'pull the plug''' on the voter database.

E-Voting Group Sues Maryland Elections Board

A Maryland group seeking paper trails on touch-screen voting machines today sued the State Board of Elections to win the right to monitor polling places on Election Day.

The lawsuit, filed at the U.S. District Court in Baltimore, also seeks the right for TrueVoteMD members to warn voters about possible problems with touch-screen voting machines while standing within 100 feet of Maryland polling places, traditionally a forbidden zone for candidates, campaigns and other groups.

TrueVoteMD co-founder Linda Schade, a Takoma Park resident, said the group will "invite people to fill out a complaint form" if they report problems with the machines. TrueVoteMD is considering whether to file legal challenges to Maryland's election results if any voter complaints arise on Election Day.

DENVER (AP) ? Colorado could end up writing an ugly sequel to the Florida election nightmare of four years ago.

County clerks have been swamped with a surge in voter registrations, thousands of felons are on the voter rolls, and there is widespread confusion about how provisional ballots will be counted and voting rules will be enforced. Then there is a measure that would split the state's nine Electoral College votes, potentially holding up the results of the entire presidential race. E-Vote Snafu in Florida

WEST PALM BEACH, Fla. -- A computer crash that forced a pre-election test of electronic voting machines to be postponed was trumpeted by critics as proof of the balloting technology's unreliability.

The incident in Palm Beach County ? which is infamous for its hanging and pregnant chads during the 2000 presidential election ? did not directly involve the touch-screen terminals on which nearly one in three U.S. voters will cast ballots on Election Day.

ADOPTS RESOLUTION ON PROVISIONAL VOTING

[Washington, DC] - This week the U.S. Election Assistance Commission (EAC) sent letters to each of the nation's Chief State Election Officials and State Election Directors announcing the EAC's adoption of Resolution
2004-02 regarding provisional voting. The Help America Vote Act of 2002
(HAVA) mandates provisional balloting in each of the States to ensure that no one will be turned away from the polls should their name not appear on registration lists.

In the resolution, the EAC encourages each State to consider whether it has taken specific actions to ensure the successful implementation of provisional voting in the November 2nd election. The EAC adopted the resolution following visits by Commissioners to many States this year to witness first-hand the use of provisional ballots in federal primary elections. The Commission also collected information gathered at public meetings and elsewhere regarding problems and questions that have arisen regarding this important element of HAVA.

Chairman DeForest B. Soaries noted: "EAC recognizes the critical dynamic that provisional voting will play in the 2004 election. This is the first year it is required nationwide and, since it is new to many States, we call attention to its significance."

Highlights of the resolution include encouraging States to:

Have clear, uniform written procedures in place on how they will process provisional ballots in the days following the November 2nd election.

Ensure that poll workers are fully informed and educated as to the availability and proper use of provisional voting.

Contact each of the local election jurisdictions to emphasize the importance of the availability of provisional ballots and education for poll workers and voters, alike, on the provisional balloting process.

Urge local election officials to make all procedures they will use to review provisional ballots available for public inspection prior to Election Day
