There is nothing in the Election Judges handbook on
the subject, but I have seen it somewhere before.   And
I think there is some kind of reference to it in the HAVA
materials they passed out.  My recollection is that it only
applied to communities where the actual counting is
done at the precinct and not at a centralized location.

Results would not be available at the precinct
and the only thing we would have had to report is the
number of ballots cast (the only thing we are allowed to
know unless we are counting the ballots content's which
we are not allowed to do at the precinct).  Also assuming
the polling site is not a borrowed one for the election, and
you would always have access is a bit unrealistic.  There was
no posting sign to do that with (and HAVA is pretty anal
retentive about giving you a sign for any possible thing
you might need a sign for), so I just assumed  it would
apply to the place where votes are being counted.

If you can get your hands on a HAVA tube you might
be able to confirm this.   I'm thinking that's where I saw
it but I'm not sure.   I am sure it was not in the judges'
handouts.
