To the best of my knowledge it is City initiatives that are relatively easy
(it's in the charter) and County initiatives are not even legal.

The County Commissioners, of course, have the power of the "referred
measure" (e.g. 1A, 1B, 1C) but the citizens of Boulder County do not have
that authority (to the best of my knowledge).
