Thank you Ralph - I was not present at the presentation given to the city or
to Linda Salas. Therefore I have had no clue as to the chronology of what
came first - presentation or decision.

It has been my experience that once a political body has rendered a
decision, it is very difficult and often impossible to get them to change
their minds.

Ralph puts it quite well in stating, "It is clear to me that they care more
about ease of
administration than they do about the fundamentals of democracy."
