And their careers and egos are on the line. This is one of the main
rationales for a more important part of the Swiss voting system: the
ability of their citizens to initiate laws at all levels from local
to Federal.
Citizens DON'T have the incentive to stick with bad decisions and
use taxpayer money to cover them up. Unlike Congress, which is
pampered and largely above the law, Citizens have to live with any
bad decisions, and thus have an incentive to change them.
