You're being naive, Kell. Government's first priority is show
dominance, to show people that nothing can change their chosen path
to Hell, to shut up and get out of the way. From the Fed's giving
tax breaks to whatever destroys the climate fastest to Boulder's
forcing many of us Mall entertainers out from 1982-85 (their greed
for the $ we brought finally trumped their hatred), government of,
by and for bureaucrats and the filthy rich IS government against the
people.
There's nothing rational about government process. It is almost
purely venal.
As for "professionals" consider the book Trust Us, We're Experts or
