ERC docs up

Greetings All,

Paul Walmsley has been kind enough to allow the posting of the Elections
Review Committee documents on the CVV site (http://coloradovoter.net).

Neal McBurnett and Joe Pezzillo made it clear at an ERC meeting that these
documents should be easily accessible by members of the public-at-large. I
(foolishly) agreed to provide the electronic versions of documents that I
have, and began to learn how to weave the wiki with the help of Paul and
Neal.

Some things are still missing, but there's good documentation online now,
for those that care to review them.
Meeting schedules are included.
