At one of the ERC meetings, a representative from the SOS told me that although HAVA does not forbid punch-card systems, Colorado state law does forbid them. The representative, a young woman whose name I do not now remember, did not know why Colorado had made punch cards illegal. Anyway, I think this difference supports Ralph's concept that states control voting standards. Also there were the Texas requirements that were inappropriately foisted onto Boulder County by Hart.

As far as I know, voting standards are still in the purview of the states.
