searchable RFP on county web site now
Those who were frustrated at the inablility to search the RFP draft
for keywords (like "paper") may be happy to hear one bit of good news.
In response to my request, and despite Josh being sick, and the normal
web person being out of the office, they put a new version of the RFP
draft up on the web site. I assume that the only thing that changed
was the method of conversion, so that now instead of being bitmaps of
the pages, it contains normal text suitable for search, copy and paste,
etc. The file is also about one tenth the size of the old one.

In the context of voting, this is a small thing. But in the context
of government information and openness, this is an important step.
Governments should never post text information in inaccessible formats
like bitmaps, but instead post information in ways that facilitate the
public's use of and commentary on the information. Thanks to the
