potential red-green problem with DRE voting

Dear Ms. Salas,

As you know, I am hoping that we use paper ballots and hand counting instead of buying more equipment, changing to vote centers, and connecting the voting locations electronically. However, I noticed in the RFP that one part mentions "color" for the ballots. Please consider specifying that if red and green are used in opposition (for example, red = overvote or undervote; green = "good" vote), the red font is also animated in some way such as with flashing borders or a flashing "WARNING: OVERVOTE [UNDERVOTE] WILL NOT BE COUNTED." The reason I suggest this approach is that about 10% of the population has at least some degree of difficulty distinguishing red from green.
