To paraphrase what Josh Liss told the small group of us who were  
there for the meeting:

"We haven't yet released an RFP, so there's no meeting in the RFP yet"

He said they anticipate that they will have a public meeting in  
addition to the Commissioners hearing, and that they got a lot of  
good public input.
