Note:
 The guidelines will take effect in December 2007 (24 months), at
 which time voting systems will no longer be tested against the 2002
 Voting System Standards (VSS) developed by the Federal Election
 Commission. All previous versions of national standards will become
 obsolete at that time.

Final Voluntary Voting System Guidelines Posted to EAC Website

On December 13, 2005 the U.S. Election Assistance Commission unanimously
adopted the 2005 Voluntary Voting System Guidelines. The final version of
this document will soon be published in the Federal Register and it is
available now at the following EAC website link.

[2]2005 Voluntary Voting System Guidelines

BACKGROUND

The Voluntary Voting System Guidelines were developed under the Help
America Vote Act of 2002 (HAVA).  Section 202 mandates that the U.S.
Election Assistance Commission update and augment the 2002 Voting System
Standards, as required by HAVA to address advancements in election
practices and computer technologies.  They were designed for state and
local election officials to help ensure that new voting systems function
accurately and reliably.

The guidelines provided for a 90-day public comment period which
officially began June 29, 2005 upon notice in the Federal Register. The
comment period ended at 5:00 p.m. EDT on September 30, 2005. All comments
received by the deadline are available for public review.
